Explorer Redirect

308 to the React replacement at /api-explorer.

Catches the bare /explorer URL, /explorer/ with trailing slash, and any /explorer/<subpath> a bookmark or proxy might produce. The middleware exempts the entire /explorer prefix so unauthenticated visitors hit this handler instead of the PoW challenge.
