Get Project Conditions

Return the conditions ledger for a project's linked DA(s).

Conditions are derived from ci_da_conditions for every DA whose property_id matches the project's property. If no DA is matched the response is empty (200, with empty conditions and zero counts) so the AI chat surface can render a graceful "no conditions yet" state.

Filters:

• all every condition
• outstanding not yet completed (default)
• completed marked done in cd_project_condition_status
• monetary charge_amount > 0
• pre_construction category in {timing, infrastructure_charges, ...}
