Waive an item outright

The owner decides an item will never be delivered — "we're not going to have this" — and both sides consider it settled. Only the owner can reach waived directly; a client can only propose one from the portal, which the owner then answers with POST .../waive/decision. A waived item leaves the progress denominator (it neither counts as delivered nor blocks completion) and stops being chased.
