Holdings At Block

Beslag-balans at a fixed block (catch program N11a): wei-exact native + ERC-20 holdings of an address at one historical block from our own archive, the under-count exclusions (staked ETH, value moved into bridges) printed as facts with their transactions, every number re-derivable on an independent archive RPC, signed and served by /v1/verify. persist=false = dry run.
