Historical per-address activity series + deterministic segmentation (P4, Lane A): bucketed transfer counts from the decoded deep store, exact PELT change-points, raw-MAD outliers. Fail-closed — an unknown address or unresolved coverage tip is a reasoned abstention, never a zero curve.
