Approval Victims

Spender in, victims out (catch program N06b): every allowance to the spender that was exercised by a signer other than the owner, per owner, with the loss per token, the ledger receipts (append-only) and a SIGNED victim list served by /v1/verify. The spender-level reading is advisory by construction (routers and relayers look the same).
