Start a draft from a template

Starts a draft of a library template with every blank a record fills already filled, each labelled with its record: the company from workspace settings, the round's target and forms, the directors and officers on record. A board consent needs round_id; drafting one for the same round again returns the open draft. Refused while the template's source changed, it's withdrawn, or it needs an attorney's review it doesn't have.
