Finalize a draft

Renders the draft as PDF/A-2b with only the blanks filled, checks the PDF says the template's text, and stores it as a document version with its SHA-256, template and version. A board consent records its limits on the round with the source "Generated in Binderwork", not effective until its last director signs. Needs every director's email for a consent, every required blank, and the typed acknowledgment when a rule the template depends on changed.
