Prepare a finalized draft for signature

Makes an envelope draft of the finalized document with its signers from the template: for a board consent, every director on record and no one else, each with a signature and date field at their own signature block. Sending the envelope is envelope.send, which follows the approval rules: an agent's or API key's send waits for a person.
