Return immediate dependency neighbours for a single task.

Powers the dashboard Deps tab: upstream tasks the requested one waits on (its depends_on list) and downstream tasks that declare it as a dependency. Depth is intentionally fixed at 1 - the panel renders two flat lists, not a transitive graph.
