Release Task

Release a claimed task back to the open pool without failing it.

A cluster worker that claims a task but cannot start its agent (e.g. the workspace is not a usable git checkout, or the adapter spawn fails) must return the task to the pool so another node can pick it up, rather than stranding it in claimed with no live agent (#3018). Distinct from /fail (terminal FAILED) and /reopen (DONE -> OPEN): the task transitions CLAIMED/IN_PROGRESS -> OPEN and is immediately claimable again.
