Delegated credentials require parties:write. Use cases require administrator/internal authority, membership in this Party's active partnership, or an explicit location management grant. Non-administrator users must be unsuspended. Membership removal or partnership dissolution removes derived authority; independent explicit grants survive. Listing-write scope does not confer access.
