Hard-delete an unused Party as admin
Changed onDelegated Aura access tokens require parties:write; missing scope returns 403 FORBIDDEN. Deletes only an unused Party after commit. A Party with any ListingSource or retained Partnership, including DISSOLVED, returns 409 CONFLICT; no dependent business or historical row is cascaded, detached, rewritten, or archived. Responses use Cache-Control: no-store and this operation accepts no request body.
