Resolve a channel's current release

What <artifact>@<channel> means — the version every distribution surface serves for this line on this channel. 404 when the channel has never shipped, which is distinct from the channel not existing.

When that last transition happened, RFC 3339. release_status says which it was.

Who made the last transition — promotion, supersession, withdrawal or a promote-back.

ver_… — the version shipped.

The semver. Absent while pending, for version_ordinal's reason.

The published version number. Absent while the release is pending: an unshipped version has no number, which is the whole reason this field is on a release and not an artifact.
