Accept an agent's suggestion

Publishes the suggestion as a revision written by the agent and approved by you: the page stays a reference. 409 WIKI_SUGGESTION_STALE when the page changed since the agent read it (the suggestion becomes stale), 409 WIKI_SUGGESTION_ALREADY_DECIDED when it was already decided.
