Create an AI API Proxy

Permission: API_MANAGEMENT or AI_DEVELOPMENT × MANAGE. Creates a name-based AI (LLM gateway) API Proxy. The path apiProxyName overrides the body name. Optional body fields llmProviderName/modelId/streaming wire the primary AiRouting config. llmProviderName is resolved to an LLM provider id within the project (name-based).
