Accept a customer's signed 0-fee transaction and submit it via the tenant's sponsor wallet (atomic group fee pooling).

If the tenant has no sponsor wallet configured, returns {"error": "not_sponsored", "fallback": true} so the client can fall back to normal payment flow.
