PPSR search for an evaluation
AU keys only. Runs a PPSR search on the eval's VIN and attaches the certificate. evalid is the only parameter — no VIN on the request. The eval does not need to be Complete, but it must have a real 17-character VIN. Generation is synchronous; allow 60s+ client timeout.
