Car History report for an evaluation

AU keys only. Dealership must have Car History enabled (otherwise 403). Same rules as /ppsrsearch: evalid only, VIN taken from the eval. Only one report can run for the same eval at a time (429 Request in progress, please wait). Does not include SearchNumber / CertificateNumber or safety-recall data — use /getpastcarhistory for the stored transaction reference.

Rooftop to act as. Value is the dealer's uid (not the numeric DealerID). Required on a multi-rooftop partner key; ignored when the key is already bound to a single dealer.
