Get Campground Map Image

Serve the cached campground-map PNG from our DB.

See get_campground_maps for why we proxy rather than handing the upstream URL straight to the client. Bytes are fetched once at seed time and stored in CampgroundMap.image_bytes, so request-time has no dependency on upstream availability or TLS trust state.

Path uses :path because CampgroundMap PKs include a colon (ontario_parks:-2147483121).
