Create Skill From Response Endpoint

Synthesize a skill from an existing response.

Reconstructs the context behind response_id and asks the inference backend — via the normal response path (process_response) — to author a JSON skill payload using the server-owned synthesis prompt. The skill port then validates and stores the result as a new skill, identical in shape to POST /v1/skills.
