C2SP Transparency Log Verifier

Verifies a C2SP checkpoint (signed note) and an RFC 6962 inclusion proof against a C2SP tlog-policy trust policy, entirely client-side. Parses the note framing, matches every signature line against the policy's log and witness keys, verifies the log signature and each tlog-cosignature, evaluates the policy quorum rule, replays the inclusion path against the root the checkpoint carries, and optionally decodes a tlog-tiles path to confirm it is the tile holding the leaf.
