Deterministic locate-documentation and SSR-flag classification over caller-declared synthetic inputs. locate_satisfied follows the declared on-list flag under a declared source and date; ssr_restriction passes the declared SSR price-test flag through verbatim (the price test itself belongs to the caller's feeds); overall resolves to LOCATE_MISSING, SSR_RESTRICTED, or LOCATE_DOCUMENTED.
