AuthZEN Conformance Fixture

Evaluates the 8-decision AuthZEN Authorization API 1.0 certification fixture through the spec-mandated subject/action/resource/context request envelope, against a local hand-authored decision policy. AuthZEN is an OpenID Foundation open specification, not a regulation -- the policy VALUES are local test-fixture rules (the spec is explicit that PDP decision logic is out of scope), while the request/response shape and boolean-only Decision semantics they are expressed through are spec-cited (see the node's cited_clause_digest). Also checks the spec's context-is-OPTIONAL invariant on every decision: attaching a context object never changes the outcome.
