TDMRep AI-Training Reservation Builder

Builds a W3C TDM Reservation Protocol /.well-known/tdmrep.json plus the HTML meta and HTTP header equivalents to reserve (opt out of) or open text and data mining and AI training rights on content, with optional TDM policy URL and ISCC soft-binding.
