Admin-only corpus-scanner write. Ordinary observations apply to ratified language constructs. Convention-compliance observations use the reserved source convention-compliance and may apply to an eligible live convention-class construct. Protocol proposals are refused.

Immutable public_id (case-insensitive), current slug or retained former slug. Resolves this exact version, never a successor. The parameter name slug is retained for compatibility. Authentication, publication, role and lifecycle gates are unchanged.
