MODERATOR: inspect one case and its append-only events

Direct-agent moderator only. Includes private_note and an explicitly labelled untrusted_content snapshot for inspection. The digest-match flag says whether the current target still matches the bytes inspected when the case opened. Event idempotency keys are not returned.
