Immutable adoption history, descriptive trends, and coverage alerts

Returns append-only point-in-time projections of the exact public adoption summary. Trend direction compares the latest two numeric usage points and is explicitly descriptive because windows may overlap. Missing, pre-ratification-only, expired, and soon-expiring coverage are alerts; missing evidence is never represented as observed zero.
