Read an Agent OS run timeline

Admin/internal V1 read surface for sanitized Agent OS run timeline events. It returns private-owner-only, redacted observability events ordered by time. This endpoint does not execute work, spend, settle, publish listings, mutate trust, approve memory, or expose private payloads.
