Record sandbox provision preflight

Records an owner/admin sandbox provision preflight artifact with refs/hashes for provider, runtime, image, budget, platform-spend, network, filesystem, secrets, rollback, receipt, and logging posture. Requires write:true and idempotency_key. It does not provision or execute anything.
