Exclusive upper bound on seq — combine with limit to walk older pages of the thread (Phase 1 async pagination).

Tail-window size (newest N). When set the response includes has_more and next_cursor for cursor pagination.

since_hlcstring nullable

When set, return rows with HLC greater than this wire-HLC (base36); takes precedence over since_seq.
