Full persisted sidebar list for the user (no server-side truncation).

Older threads can still drop out of the client UI when a device sends a capped PUT (subset semantics) or when GET /initial-snapshot is used — that endpoint intentionally returns only limit_channels rows sorted by activity (see its docstring).
