Public Scan

Scan a GitHub repo and return the three-phrase answer, trust score, tier and findings, with a signed JWS attestation (see _public_scan_repo). A repo that is a collection of agent skills also carries skill_collection: the collection's answer (its worst skill), which the result page, badge and card lead with.
