Get Commitment

Return the caller's commitment for this activity.

Returns 200 with commitment: null when the user has no commitment yet — this is a normal state, not an error. The 404 status is reserved for "activity not found" (handled in _read_commitment).

Includes the activity's Pulse classification fields so the frontend can render the prep surface (distance choices, goal modes, countdown) in a single round-trip even before the user commits.
