Trigger Owner Outreach

Trigger the owner-claim outreach email for this Place.

Send conditions:

• Place exists and has a contact_email on file
• Place is unclaimed
• Outreach has not already been sent in the past 7 days (prevents spam if a brochure import re-creates the Place)

The outreach email is sent from noreply@activitia.net with Reply-To admin@activitia.net. It tells the owner their Place is listed, includes a one-click claim link with a fresh claim_token, and explains the free-tier benefits.

Returns an action-result dict the frontend uses to show a confirmation.

Phase 1 surface; Phase 3 wires it into the post-create flow.
