List Neighborhoods

Public neighborhood directory — names/boundaries/slugs, no resident data. 2026-09-02 — was hard-gated behind verify_clerk_token even though neither this handler nor services.neighborhood_service.list_neighborhoods ever reads session (grep-confirmed: no user_id parameter anywhere in that call chain) — the auth requirement was purely a wall with no functional purpose, blocking the very first step of the "select your neighborhood" flow (Stitch brief section 11) for guests, who saw "Could not load neighborhoods" instead of the real public catalogue. Switched to optional auth; session remains unused, same as before.
