Get Notices

2026-09-03 — was hard-gated behind Depends(_user) (full sign-in), even though svc.get_notices's own user_id parameter is unused by its SQL (only viewer_tier and neighborhood_id are bound) and viewer_tier already defaults to "provisional" — the exact tier the query uses for public notices. Same bug class as the neighborhoods list/get fix earlier this pass: a guest browsing a neighborhood before joining got a 401 on the very feed the Now tab renders. Guests now see provisional-tier notices; a signed-in resident/steward still gets their elevated tier exactly as before.
