2026-09-03 — was hard-gated behind Depends(_session) (full sign-in), same bug class as the neighborhoods list/get fix earlier this pass: session is never read by this handler or by svc.get_alerts (db, neighborhood_id, limit, offset — no user_id param at all), and the underlying query already filters to is_active/published/unexpired public alerts with no per-viewer branching. A guest browsing a neighborhood's safety alerts before joining got a 401. Public safety alerts (road work, weather, active incidents) should be visible to anyone in the area, signed in or not.
