Facility Stripe Webhook

Stripe webhook — handles checkout.session.completed for facility deposits.

Phase 0+1 — LEGACY COMPATIBILITY ONLY. Updates the in-memory _bookings dict for backwards compat with deposits created before this deploy. New facility deposits cannot be created in Phase 0+1 (POST /book is 503). Phase 0.5 routes this through DB.
