Create Facility

Phase 0+1 — facility WRITE endpoints are PARKED.

Writing to facilities requires confirming the live deployed schema (column set, table name facilities vs org_facilities, presence of org_id, deposit_pct, requires_deposit, etc.) and shipping a matching migration if any drift exists. Until that confirmation lands, creating a facility would either: (a) write to a schema that doesn't match → constraint violation (b) write to in-memory only → silently disappear on restart

Both are worse than a clean 503. This endpoint will be re-enabled in Phase 0.5 (the dedicated facility schema audit + repair chapter) once \d facilities and \d facility_bookings are confirmed against production.

Browse + list endpoints still work because they use SELECT * which is shape-agnostic.
