Approve Merge

Execute a merge for a duplicate pair. World-class safety policy:

  • Same-user pairs: direct merge allowed (no cross-user consent needed).
  • Cross-user pairs: DIRECT MERGE BLOCKED. Caller must go through POST /duplicate/{pair_id}/suggest-merge first. The other creator must accept before any merge executes.
  • Activities with active ticketing (native OR external) on EITHER side: merge blocked. Admin review only, once human-admin loop lands.
