Suggest Merge

Propose a canonical and notify the other organiser.

body: { canonical_id: str (which activity the caller proposes to keep) message: str (optional note to the other organiser) }

After this call, the pair's status becomes 'suggest_pending' and the other creator receives a dq_merge_suggested notification. Only when they accept (POST .../suggest-response action=accept) will the merge endpoint become callable.
