Respond To Merge Suggestion

  • 'accept' → status='suggest_accepted', suggest_accepted_by=uid. Proposer may now execute the merge via POST /merge.
  • 'reject' → status='suggest_rejected'. Pair closed, no merge.
  • 'not_the_same' → status='confirmed_different'. Engine will not re-flag this pair going forward.
