Set Guardian Compliance Deadline

Idempotently sets the 48-hour guardian compliance deadline on the requesting under-13 user. If a deadline is already set we keep the earlier one (don't reset the clock by reloading the gate). Returns the canonical deadline so the frontend can stop relying on localStorage.
