Launch Groups

Adds a site instance to a launch group as a non-Published member.

Adds the site instance identified in the path to the launch group as a non-Published member. Rejects with a 409 if the site instance is already a member of any launch group, or if its environment does not match the group's current environment (today's single-environment constraint). Requires the manage launch group permission.
