The message must be one returned by tss/prepare. Verifies the signature under the wallet's public key over exactly this message, checks the prepared destination is a transfer inside it, assembles the transaction and submits it. to and value_base_units must match what was prepared; the spend is recorded from the prepared values. Audited as treasury_wallet.send.
