Build a TRX transfer from an active multisig wallet

Runs the owner's send gates (wallet access, the sanctions screen on the destination, spend policies), then builds a native transfer under the active permission (Permission_id 2) from a reference block and returns its raw bytes, to and value_base_units (sun). The device decodes and checks the raw, confirms it pays exactly what was asked, signs with D, and calls multisig/broadcast. 409 until the wallet is active.
