Key Custody

Broadcast an agent's threshold-signed send

Changed on

Verifies the signature under the wallet key, checks the message is the prepared one and that the prepared destination is a transfer inside it, and submits. Guardrails are not re-run here: they ran at prepare, and the ledger row written there has counted toward daily limits since. A prepare that recorded no ledger row is refused with 403. The broadcast updates that row with the transaction hash. Audited as treasury_wallet.send with via: runtime_share_holder.
