Get Consent Records
Get consent records for a claim: the consent_records rows (HIPAA, representation, ...) and the claimant's contact consent per channel (communication_consents, the TCPA check's source).
Tenancy is enforced by RLS on consent_records (migration 084): a caller only ever sees rows of its own org, so another org's claim reads as empty.
