Create the agent

Creates the Meta Business Agent on the number and schedules Meta's data preparation. Requires the terms to be accepted; eligibility is checked first and an ineligible number answers 403 business_agent_not_eligible. Not idempotent: call it once, then configure knowledge and skills, then enable it through the settings. Configuration calls made in the first minute can still answer business_agent_not_found while Meta prepares the workspace.
